Also chapter should answer these questions: what kind of policy making system does the EU have? What national parliaments have to do to shape EU policy? Can they just rely on Treaty-given powers? The answer to the last question should be ?NO? because in the EU politics is not everything about the formal powers, but it is important to use informal once and build alliances with other actors to have influence.
It is crucial to discus, that it is vital to remember that in EU politics no single member state or institution is all powerful. And ?the coalition building is the key to success? (Warleigh-Lack, 2009).
because the whole dissertation is about national parliaments, so this Chapter should include focus on whether national parliaments are learning to ?hustle? when they want have influence (particularly when they exercise subsidiaryti checks) . ?Hustle? procedure and main actions of it can be found in the attached article by Prof Warleigh: ?The hustle: citizenship practice, NGOs and policy coalitions in the European Union: the cases of Auto Oil, drinking water and unit pricing?. However not everything should be taken from this article, we do not need the issues about case studies discussed in that article and we do not need to discuss NGO. Only the hustle procedures, what ?hustle? involves and combine it with this dissertation chapters idea of national parliaments.
