Reforming the U.S. tax code to eliminate tax credits and loopholes has been a frequent topic of discussion. Some political opponents argue that the law is too complex and the tax structure should be simplified. In a recent article taken from the Washington Post, the U.S. Senate’s chief tax writers propose scraping the entire code and starting from scratch in their push for tax reform. The article further states that new tax provisions should (1) help grow the economy, (2) make the tax code fairer, and (3) effectively promote other important policy objectives. These objectives coincide with the goals of National Commission on Fiscal Responsibility and Reform appointed by President Obama to address the U.S.’s fiscal challenges. Research at least four (4) recent articles, within the last three (3) years, related to this issue.

ANTICIPATION STAGE: the hero is in some way incomplete or unfilled and his/her thoughts are turned towards the future in hope of some unusual gratification. Some object of desire or course of action presents itself, and his/her energies have found a focus.

DREAM STAGE: he/she becomes in some way committed to his/her course of action and for a while things go almost improbably well for the hero. He/She is winning the gratification he/she had dreamed of and seems to be getting away with it.

FRUSTRATION STAGE: almost imperceptibly things begin to go wrong. The hero cannot find a point of rest. He begins to feel a sense of frustration, and in order to secure his position may feel compelled to further ‘dark acts’ which lock him into a course of action even more irrevocably. NIGHTMARE STAGE: things are now slipping seriously out of the hero’s control. He/she has a mounting sense of threat and despair. Forces of opposition and fate are closing in on him.

DESTRUCTION OR DEATH WISH STAGE: either by forces the hero has aroused against him, or by some final act of violence which precipitates his own death (murder or suicide), the hero is destroyed.

In 1985 Dallas, Ron Woodroof, a rodeo cowboy and electrician, passes out from electric accident and brought to a hospital. At hospital he is diagnoses with AIDS and given 30 days to live. At first, he refuses to accept the diagnosis but remembers having a sex with an intravenous drug-using prostitute and quickly evicted himself from his home. He did some research on the decease and drugs and went back to hospital to get drugs that are thought to prolong the life of AIDS patients. At hospital, however, Dr. Eve Saks, tells him that the drug, zidovudine (AZT), is testing drugs that are not yet proved by Food and Drug Administration (FDA) for testing on humans. She informs that the drug is in clinical trials that only half the patients receive the real drug whereas the other half receives a placebo.

Ron met a hospital worker in a strip club and bribes him to get him the AZT. As he begins taking it he often sees hallucinations and health gets worsen. The drug ran out after couple of weeks and the hospital worker gives Ron information of a doctor who has AZT in Mexico. Ron thought it was a fraud and tries to punch him but fainted to the ground. When he wakes up from the hospital he meets Rayon, who is a HIV-positive trans woman and participant of the AZT critical trial, toward whom he is hostile.

A month later from he was diagnoses AIDS, Ron drives to a hospital in Mexico to get more of AZT. At hospital Dr. Vass tells him that AZT is poisonous and breakdown the immune systems. He instead prescribes him ddC and the protein peptide T, which are not approved by FDA.

After three moths, he finds his health much improved. Since the drugs are not illegal in the U.S. he imported them from Mexico by camouflaging as a priest and telling the FDA officer that they are for personal use. Meanwhile, Dr. Saks finds that some negative effects of AZT and informs to her supervisor, Dr. Sevard, but is told that the clinical trial cannot be discontinued.

Ron starts selling the drugs on the street and meets Rayon again. He reluctantly starts business with Rayon who knows a lot of people with AIDS and get them to Ron as clients. They soon establish the Dallas Buyers Club, charging $400 per month for membership. It becomes extremely popular and Ron gradually begins to think of Rayon as a friend and worries about her addiction to cocaine. After the trip to Japan to illegally import interferon he has a heart attack and passed out. At hospital Dr. Sevard learns that the club and Ron’s drugs interrupts his trial. Richard Barkley, the FDA officer, confiscates the ddC and threatens to have Ron arrested. Saks, on the other hand, admit the benefits of the club but feel powerless about not being able to do anything. Barkely gets a police permits and raids the club, but can do anything except give Ron a fine.

In 1987, the FDA changes the regulation such that any unapproved drug is also illegal. While Ron is stuck without money for peptide T, Rayon begs her father for money and tells Ron that she sold her life insurance policy. He is thus able to go to Mexico for more of the peptide T. When he returns he finds out Rayon’s death and gets upset about how she was being taken to hospital and given AZT.
Saks is also upset by Rayon’s death and the hospital asks her to resign after they discover that she is linking her patients with the club. She refuses to comply and insists them to fire her.

As time passes, making money becomes less of a concern for Ron and he priority becomes to provide the drugs to AIDS patients. In 1987, he files a lawsuit against the FDA for the legal right to take the protein. The judge is compassionate by Ron’s plight but lacks the legal authority to intervene. When he comes back his friends, patients, and Saks greets him with a hug.

As the film ends, on-screen text reveals that “Fallowing the trial, the FDA allowed Ron to obtain Peptide T for his own personal use” and that he died seven years after he was diagnosed with the HIV.

autoCAD Design

First do some research on fall arrest devices. There is lots of information out there about them. You will see that the device you need to design incorporates a retractable 5m cable. The idea is that workers can proceed with their jobs largely unhindered when attached to the device (the device itself is firmly fixed to an immovable framework).

So one key feature of the device is a pulley on which cable spools on/off and a retract spring stops the cable from hanging loose (this is very similar to a steel tape measure action but on a larger scale).

The second key feature is a mechanism that senses when a person is falling i.e. when the cable is accelerated suddenly it locks-up to prevent the person free-falling (this is similar to a car seat-belt action).

A third (less essential) feature that you can consider is an extra mechanism that creates some “give” on the cable i.e. it doesn’t lock solidly as this can create whip-lash type injuries.

You need to combine all these into a self-contained unit and produce engineering drawings to illustrate it fully.
