3 What is the role of the private sector and NGOs in civil security?
The first question is going to be deduced rather than found in the literature. It requires you to understand the structure of the civil security ministries/departments, and then make an assessment if the key two or three risks you have identified in Section 2 are adequately addressed in the structures of government. For many of the complex/challenging hazards (eg earthquakes or social cohesion) an inter-agency response (often formed around a strategy document) is required which identified the solutions required from each of the agencies involved in the response. If such a response is disjointed, then there is a high likelihood that it will fail. So to answer the question, first identify the top two or three risks for your country. Then identify if there is any interagency organization/document which exists addressing each risk. Then assess how comprehensive the organization/document is to addressing the risk.
The second question requires you to build on the information you have already identified earlier in the Section on the peak national security body (PNSB). I want a short commentary on how the body reflects the political system and history. Eg if it is a parliamentary democracy, then I would expect the PNSB to be made up of elected parliamentarians who are ministers rather than individuals appointed by the Prime Minister.
