1. Identify a project or program you will analyze that addresses a public policy. Make sure to note local, state or federal level. This should be clearly noted. If it changes as we go through the course, notify me.
2. State the research question (RQ) and problem statement (PS). It may help to note if the policy is distributive, redistributive or regulatory. It is most important to clearly note the purpose by stating a clear RQ and PS.
3. Provide in APA format a list of peer reviewed journals that apply to the policy. At this point you should have at least 3 peer reviewed references. Websites are not references.
4. Explain your proposed method to research and analyze the policy issues. Include both normative (values) and empirical (numbers). This may change as we go through the course but we need some ideas early on.
5. Describe what you think will be the possible outcomes – application of alternatives and conclusion. This may also change but your focus is to find solutions.
