Please read the following and type an essay answer to the questions below:
Imagine that you are a private citizen, an environmental activist, and the inventor of a solar electric hybrid vehicle that contains a solar generator which transforms the rays of the sun into electricity which in turn powers an electric battery. You are strongly committed to ending American Dependence upon fossil fuels. The solar-electric hybrid vehicle has the capacity to store solar energy sufficient for a 60 mile radius. As a back-up, it has a gasoline engine which recharges the battery for driving at night when the sun is not shining. The car can go for unlimited distances so long as the sun shines or if it uses gasoline. Thus, in your opinion, this automobile is the ultimate clean vehicle, the public is largely unaware of its existence. You wish to see legislation enacted that would grant purchasers of the solar-electric hybrid vehicle a $4,000 tax credit against their California State income tax.
Please describe the activities that you, as a proponent of this idea, would engage in to have an appropriations bill passed by the California Legislature, and then describe the process that you would employ to enact the law using a process of direct democracy.
Please include discussions of all of the following:
1) All steps followed by the legislature to enact such legislation, the committees it would be subject to, the requisite legislative majority vote necessary to pass the bill, and how you would participate in the legislative process.
2) How you would make use of lobbyists, interest groups and campaign contributions in the legislative process.
3) The specific process of direct democracy to be utilized and the steps you would take to transform your idea into enacted law.
4) The methods that you would use to wage a successful direct democracy campaign.
5) The strengths and weaknesses of both systems: legislatively enacted legislation and laws passed through a process of direct democracy and which process you believe would be most successful with this particular idea.
