Overview
You will use an organizational technique to organize your evidence under each major point. The choice of organizational tool is your own. However, if you chose to use a visual organizer it must contain all the required elements and you must be able to save the file in a format that can be added and easily displayed within a word document. Your instructor will use the word document to review your outline and provide you with feedback. Click on the Research Essay Outline Guidelines and Rubric document to review the elements that the outline must contain and upon which you will be graded.
Develop a simple, bulleted outline of the information you plan to cover in your introduction, one sample body paragraph, including at least two integrated sources; and your conclusion. As you bullet out the order of information in these paragraphs, look for continuity between the introduction and conclusion, as well as how clearly the body paragraph connects to the introduction and conclusion. Furthermore, be sure to demonstrate that you understand the body paragraph�s relation to other body paragraphs as well as the different topics that can be contained within a body paragraph. Lastly, be sure to demonstrate that ideas transition not only between paragraphs but also within them.
Format
The selected format and structure is of your own choosing but should be added and easily displayed within a word document. The sources and citations within the outline should adhere to all APA or MLA standards of formatting using at least two resources from those qualified in the Annotated Bibliography.

Research Paper Outline
It all began with secret texts to untraceable phones. Meetings in seedy bars and dark alleys, packages being drop-off without return address. Employees of the US Department of Veteran�s Affairs felt that they were in fear of losing their jobs for speaking out with fear of retaliation by upper management. One doctor who was so frighten of retaliation he asked that we would text him with the code word Tender Vittles to let the doctor knows that it was safe to move ahead with him. Just this past fiscal year the Office of Special Counsel the OSC has fought the punishment of 14 VA employees who were being retaliated against for being critical of the agency. The Office of Special Counsel also announced it is now looking into allegations of reprisals against 37 employees from the Department of Veterans Affairs facilities in 19 states. Claims of retaliation for disclosing improper scheduling practices and for exposing other threats to patient care. Most employees were scared to the point that they would hide and go out -of-the-way to talk to the reporters. However, one doctor Dr. Samuel Foot step forward after he retired and had all his government retirement benefits in line and felt that the VA could not retaliate against him. As they interview him on CNN, confidential sources were trying to discrete him.
Through internal audits of the Veteran affairs, they are finding that more schedules were coach by the supervisors to falsify Data so high executives can get their bonuses, do to meeting their performance goals attained by CNN investigators. Senator Bernie Sanders of Vermont has pushed a bill stating that would give the Veterans Affairs more power when it comes to firing management with the firing of Veterans Affairs Secretary Eric Shinseki, and the Senate confirmed the hiring of Robert Donald Tuesday unanimously. The corporate CEO, ex-army officer has pledges to make reform in the next 90 days in the VA System. Pressure from Congress as constituents back home and most members face and election in November. Congresses proposed improvements of 17 billion by person proposal before the week is out. Hiring more medical staff leaves new facilities and give veterans an opportunity to seek care outside the VA system it will also allow the VA secretary to move easily to fire top officials
Veterans were concern by the lack of their support at this Town hall meeting with Mark Morgan, the acting director of Golf Course Coast Veterans healthcare system for the VA. They stated they felt that the VA was doing a good job typically; it is just that the system was becoming too big too fast. Other words do to the Ageing veteran population and our country serving two wars in the last ten years that the system is being overwhelm. The needs for more doctors on hand, so facilities, and administrative personnel to compensate for the increasing numbers of veterans in Pensacola area.
