Exam Two:      A young police officer, with two years on the department, goes on the web and makes contact with a 13 year old girl that he makes sexual advances toward.  He tells the girl he would like to meet her.  The officer is arrested by the FBI as he reports for duty at his police department.  The officer is led away in handcuffs, and the arrest is covered on the evening news.  The officer is suspended from the police department.  The 13 year old girl , that he thought he was communicating with, turns out to be a police officer in another state.

Your assignment:  Analyze the incident I have described.  Review the ethical information you have come into contact with in this course, through chapter 9.  Also, discuss what the criminal charges should be and what the punishment should be if the officer is convicted.  How did the officer develop the morals or the lack of morals that would lead him to commit the act?  The officer held a position of public trust and had taken an oath to uphold the law.  Why did he violate the oath?  The FBI had probable cause for an arrest warrant.  Please do use much of your essay space talking about a possible innocence of the arrested officer.

What goals has it accomplished or failed to accomplish? Would the crime problem be better addressed by drawing from a different theoretical understanding of criminal behavior? If so, identify what theory would be better suited to providing practical ways of addressing the issue at hand.

Policy Reform: Based upon your analysis of existing policy and your knowledge of crime, criminal behavior, and the administration of justice, suggest areas of concern that indicate the need for future research and/or modification with regard to the policy chosen.

Potential Problems: Conclude the paper by “thinking ahead.” Identify potential problems, pitfalls, and unintended outcomes of your suggestions. Respond to these by identifying the degree to which they would be problematic and their overall effect on the success of your suggested reform(s) should they come to be.
